First-time homebuyers are often on a tight budget, where every dollar is carefully accounted for. Yet, many report confusion when told how much money to bring to their lawyer’s office to complete their home purchase. It’s often thousands more than they expected. Why is that? CMHC CEO’s letter ruffles feathers as bankers say stricter mortgage rules could dash first-time homebuyers' hopes

 

In the letter, Siddall expressed disappointment that private market mortgage insurers did not follow CMHC’s lead of tightening standards on July 1 to curtail excess borrowing in uncertain times, and noted the Crown insurer was now ceding market share to these competitors.

Privately, some bankers said they are concerned Siddall’s stated intent of trying to protect Canada’s housing market and economy by reining in mortgage lending could backfire by interfering with demand by first-time homebuyers. Lenders are counting on new homebuyers, at least in part, to help offset defaults on the horizon once government-sponsored pandemic relief including wage replacement and subsidies for lost work winds down.

Mortgage Rates Keep Setting New Record Lows

 

While mortgage rates have been tumbling steadily over the last couple of months, many are now in record-setting territory, with certain 1- to 5-year fixed rates now available for under 2.00% from discount brokers.

Concerns over a second wave of COVID-19 have caused Canada’s 5-year bond yield to fall to its own record-low, which in turn is pulling down fixed mortgage rates.

HSBC Canada led the trend earlier this month when it announced a 5-year fixed default-insured mortgage for 1.99%, the lowest rate ever for a 5-year fixed at the time. There are now multiple brokers offering 5-year fixed rates starting at 1.98%, and even lower in some cases, although those rates entail restrictive conditions.

CMHC NEW RULES – EFFECTIVE JULY 1ST, 2020

 

On June 4, 2020, the Canadian Mortgage and Housing Corporation (CMHC) announced changes to the eligibility rules for mortgage insurance, in the agency’s latest response to the COVID-19 pandemic. These changes are created “to protect future home buyers and reduce risk” and will take effect July. 1st, 2020.

Bank of Canada believes this time rate cut will bolster housing market, not fuel froth

 

Bank of Canada Governor Stephen Poloz suggested Thursday that lower interest rates would not send home prices skyrocketing, but could instead help bolster consumer confidence and the housing market amid the spread of the new coronavirus.

Poloz told reporters following a speech in Toronto that the recent “shock” could weigh on people’s minds, possibly prompting them to be more cautious and hold off on making big purchases, a risk the central bank sought to get ahead of.

With most Toronto residents staying at home and indoors, it can be difficult to keep kids entertained during the COVID-19 pandemic.

Many parents, however, are getting creative, including Sepideh Coady, a mother of two young children.

“Right now we’re not going to the playground. We have to accept it,” Coady tells CTV News Toronto. “And we have to use whatever we have at home to keep them engaged and keep them moving.”

Coady is a yoga and pilates instructor, and has found a way to include her kids, ages two and four, in the physical activity.

New mortgage stress test to 'add further fuel' to housing, say experts

 

The Close Morneau unveils mortgage stress test changesBNN Bloomberg's Greg Bonnell looks at the new changes to the mortgage stress tests unveiled Tuesday.

The federal government announced Tuesday it is easing the “stress test” for insured mortgages, which some experts say will loosen the barrier to entry — even if only somewhat — into Canada’s overheated housing markets. The changes, which take effect April 6, will slightly decrease the threshold, or the minimum rate, a customer has to pay to qualify for insured mortgages, while increasing the amount the customer can borrow.

Below, economists and housing experts weigh in on how these changes may impact the Canadian economy, the highly-indebted consumer, the Bank of Canada’s future decision on interest rates and, of course, the prospective homebuyer.

First-time home buyers could save $286 a month on mortgage payments under new federal program

 

The details of a $1.25 billion home-buyer incentive program that was included in the federal budget shows it will save new owners a few hundred dollars a month on their mortgage.

First-time buyers with household incomes less than $120,000 a year could be able to save around $286 a month on a $500,000 house without increasing their down payments, according to Jean-Yves Duclos, Minister of Families, Children and Social Development.

“Through the National Housing Strategy, more middle-class Canadians – and people working hard to join the middle class – will find safe, accessible and affordable homes, Duclos, who is also the minister responsible for Canada Mortgage and Housing Corp, said in a statement.

How Your Cell Phone Can Keep You From Getting the Lowest Mortgage Rate

 

Despite what you may have heard, your cell phone payment history does affect your credit score.

Cell phone accounts work differently than a credit card or a line of credit. A cell phone is an open or “O” account, which means the balance has to be paid in full at the end of each month.

There is no such thing as a minimum payment with an “O” account like there is with credit cards and lines of credit. You can’t just pay a portion of your bill. The amount that you see on your statement has to be paid in full otherwise your credit score will suffer.

Unfortunately, many Canadians don’t view paying their cell phone bill in full or on time as being as important as other payments. Lenders disagree. The bank underwriters (the people who review your application) are thinking, “If you can’t make or keep track of a cell phone payment, what are the chances that you are going to be responsible with your mortgage payment?”

Now that the snow is falling, going out to open houses and buying a home may be the last thing on your mind but there are positive motivations to be house shopping now opposed to the summer months.

1. Less competition

As soon as the snow melts, a hoard of buyers go out and try to find a home, unfortunately there aren’t always enough houses to go around leading to heavy competition. When I went to buy a home for the first time in May the first 3 offers that my husband and I submitted were out bid by up to $60,000 over asking price. Thankfully we eventually found a home we loved but the stress of not being able to find a home and not being able to offer as much for a home as others is an awful feeling. During the winter there are less homes for sale but there are a lot less people house hunting which means the first offer you submit may get you the house you want and not just the house that you can get.

Bank of Canada holds interest rate at 1.75%, wary of global slowdown

 

The Bank of Canada maintained its target overnight interest rate at 1.75 per cent Wednesday, as widely expected by analysts.

Yet Governor Stephen Poloz said Canada has "not been immune" to the effects of a global economic slowdown.

In his opening statement during a meeting with members of the media, Poloz said the "worsening global situation" is the primary issue for the Canadian economy.

"Economic forecasts have been marked down further in most countries, largely as a consequence of the escalation of trade actions and uncertainty around what may be next. Heightened uncertainty about future trade policies is directly reducing business investment, and there is a risk that this will spread to households as well."

In a written statement about the decision and its latest Monetary Policy Report, the central bank said "the outlook for the global economy has weakened further" since its last report in July.

The federal government’s new incentive aimed at improving affordability for first-time homebuyers is about to launch on Sept. 2.  

Ottawa has earmarked $1.25 billion over three years for the First-Time Home Buyer Incentive (FTHBI), which is designed to lower new homeowners’ monthly mortgage payments without boosting their down payment costs.

While this may seem like good news for prospective homebuyers, the incentive has come under intense scrutiny since it was announced in March, with some arguing it won’t help those looking to live in the country’s most expensive markets.

Canada’s mortgage stress tests just got a little easier

 

The interest rate used in Canada’s mortgage stress tests has fallen for the first time since 2016, making it slightly easier to become a homeowner.

The mortgage qualifying rate dropped to 5.19 per cent from 5.34 per cent, where it had been locked since May of 2018, according to new figures from the Bank of Canada. The rate is derived from the most frequently occurring five-year, fixed posted rates at Canada’s Big Six banks. (Market rates are much lower, and some discount lenders offer five-year fixed rates as low as 2.47 per cent.)

The qualifying rate had increased several times during 2017 and 2018 as the Bank of Canada raised its key interest rate, and as bond yields headed higher.

Renewing your mortgage? Doing your homework could save you thousands of dollars

 

Refinancing your mortgage has become a lot more complicated and expensive, but experts say there are things you can do to save yourself some pain.

A surge in mortgage renewals, rising interest rates and new stress testing rules will are conspiring to make refinancing your mortgage more complicated and more expensive.

Mortgage broker Kelly Wilson, co-owner of the Wilson Team mortgage brokerage in Ottawa, says a majority of Canadians renew with their same lender, but it’s still important to check out your options.

“If you can save yourself 30, 40, 50 basis points, it’s going to save you thousands of dollars over the next five-year term,” Wilson says.

Despite new details, First-Time Home Buyer Incentive’s a dud

 

While more details about the First-Time Home Buyer Incentive were released this week, there remains a glaring problem.

“They confirmed that they take an ownership stake in the property whereby they will participate in both the appreciation or depreciation of the property,” said James Laird, president of CanWise Financial, “but the key issue with the programming continues to be affordability.”

Buyers who use the program only qualify for four times their household income whereas non-participants qualify for 4.5 times their household income. In effect, the First-Time Home Buyer Incentive will handcuff buyers who use it.
