Cool App that Allows you to Text without Wi-Fi or Data

I travel to the States and Europe quite frequently. I  just read about this app that might be the answer for those who go across the border or abroad. This app allows you to text without having wifi or a mobile plan available. The kicker­­...it's FREE and you can be completely OFF THE GRID.
